Confusingly, there are two Windmill Hills in the Torbay 3 Peaks Hiking Challenge. This one has a radio mast and covered reservoir on and is off the Shorton area of Paignton, near the A380. There is a path that leads to the top area of the hill. There's no marker, and the top is relatively flat.
You won't need much hiking for this one.
